Your colleague may try our installer. It proved to work out of the box on 
windows desktops of various flavors:

The binaries are from 2012 before the guile version required for geda was
pushed. Unfortunately, guile v2.0 refused to cross compile. So we could
not assemble a windows installer with updated binaries. But there is hope.
Vladimir Zh. reported success after some bug squishing.
