Sorry for the length, I though I might include a sample of a part
defined in Eagle's XML format.

Here's a sample of a SOT23-5 package copied from the Microchip.lbr
file: (see attached photo)

Here's what I've learned
*Units are in millimeters
*it looks quite close like our footprint format, except its in XML,
the only major difference is the layer specification
*layer 1 is the top copper layer
*layer 21 is top silkscreen layer
*layer 25 is the part's value string
*layer 27 is the part's name string
*the text asterisk "*" is a pin 1 marker
*Eagle generates the solder mask and solder paste layers just using
"smd" pads plus an offset.

What I've learned

*This format appears to support slots/slotting, it seems to call them "gates"
*The part's attributes are stored in the "deviceset" section as well
