The no clearence point already annoyed me a few times.
Typical problem case is a multilayer board with power polygons inside.
A component should have had mounting holes for screws.
But without clearance the inner layer polygon copper go up to the
hole border and a metallic screw in such a hole can short them.
I ended up with plating holes instead to get the clearance.
