You're right, anyway a polygon resizing tool would be very useful...
I would be really passionate to write a plugin but unfortunately I have no
time to learn how to do it at the moment so the best contribution I can
give is only the result of my experience as user of gEDA suite... I hope
this can change in the future, now I can't to better :(
