As DJ says, pcb tries to figure out what the user's unit setting was by
considering whether mm or mils gives a rounder number. If you have a
metric pcb which was saved in the old cmils format, all the measurements
will have rounding errors, which screws up this algorithm, resulting in
the "random" suffixes.
Locally I run a patched pcb which always outputs mm to work around this.
I guess there should be a UI option for this.
