Currently, spice-sdb doesn't permit adding parameters to
subcircuit components with the refdes X?. Such functionality is
provided only for passives by means of the 'model' attribute.

Neither netlister nor your schematic are broken. I think that
nobody asked for this feature before.

You can use the workaround proposed by Tom Russo.

However, in this case it would be nice if you file a feature
request on launchpad as well as attach your input files and
the desired output there.

I have a trivial patch that seems to solve your issue. I
just want to know opinions of other users/developers about
this feature.
