Within pcb, open File -> Preferences... -> Library and see
examples there.  IIUC, you can add ':packages' there (without
quotes) if you use such links or just add the directories with
your libraries. Just the links by themselves do not work now.
Another option is to edit the same way the 'library-newlib = ...'
string in ~/.pcb/preferences.
