I believe gerbv is only a viewer.

Drill files are very easy to parse so you could write a program which
removes all holes but leaves paths, or even do it manually if your
text editor program is powerful enough.

I don't know of a way to make pcb do it, I do hope someone else will
describe one so that you don't have to do it manually.
