File->Preferences and set the path.  If your footprints show up in PCB's
library window, they're available for import.

Or put it in ./pcb.settings or ~/.pcb/settings:

lib-newlib = /envy/dj/geda/gedasymbols/www/user/dj_delorie/footprints:footprints

No, it just needs to run gnetlist, which is all PCB does.  A sample
gnetlist line is:

	 gnetlist -g pcbfwd -o $(OUT) $(SRCLIST)
