AFAIR, the start and delta angles are applied *before* the width and
height, so what you end up with is a stretched arc, not a clipped
ellipse.  In other words, a 45 degree arc drawn inside a rectangle,
will end on the diagonal of the rectangle.

Drawing arcs is managed by the individual hids, like hid/gtk/ or hid/ps/
