Indeed.

The problem is actually much broader than that: a complete project may include documentation, software, simulations, scripted builds, etc. The only common data organizing mechanism the tools for all these things share is the file system. This seems to demand that the working directory be significant, as it's the only place all the tools will be able to recognize as the root source of project configuration information.
