Hm.  I use a different stackup than the default, so I actually had to move my ~/.pcb out of the way just to go check, if only to clear up my own clearly confused state. :-)  Turns out that my last system update replaced my copy of pcb with the older version (Nov. 2010) that comes with Debian testing.

Ooops! 

My usual copy from May 2011 agrees with you of course, but what I proposed is to get rid of the gnd/power planes entirely and just go generic, with "Top", six "Layer #" entries, and "Bottom", and of course outline.  Something that doesn't cater to a specific type of design (Hi John!).

That said, my custom setting is different from all of the above.  Go figure.
