It shows that documentation build failed, apparently due
to missing TeX packages. You can disable it by
passing --disable-doc parameter to the ./configure
script. Nothing to worry about, documentation is available
on the web: http://pcb.geda-project.org/manual.html.

Linux Mint 19.1 is based on Ubuntu 18.04 LTS ("bionic"):
repository search shows pcb 4.0.2 and geda 1.8.2.
Purge old packages, and for the latest stable version
proceed to https://github.com/lepton-eda/lepton-eda. That's
where development goes these days (it's a fork of geda-gaf).
