Hard requirement from them.
Usually they don't have to be on waste material and assembly machines
are happy with unpopulated space on just two oposite borders.
Anyway - it is not a bad thing to do it like that.

You should also consider having some unplated holes somewhere.
I use them to align the boards in a pogo pin test adapter.
