Sure, it's possible but unlikely. Windows doesn't need DOS anymore,
and the devs aren't interested. Your best bet is running some
minimal Win32 stuff under HX in DOS. (Or just dual boot!)

DJGPP is just not interested in natively targeting Windows.
It would be an unnecessary duplication of effort.
