You don't need GNU Emacs, but it does have lots of good functionality
(Info reader, goto compile errors, regex search/replace, syntax
highlighting, multiple buffers) although others have that too (RHIDE,
SETEDIT, JED). BTW, RHIDE is basically abandoned / dead, so don't
expect any updates or fixes for it. That alone is one reason not to
use it. But if you're used to or prefer a Borland-style editor, it's a
good choice (and Andris' 1.5c comes with a TD-like GDB 6.3).

Anyways, here's what I'd guess you'd want to use if you want to do C++
and GUI (but see comments below):

unzip32.exe (5.50 ... but latest is 5.52)

v2/copying.dj
v2/djdev203.zip (2.04 beta is better, IMHO)
v2/faq230b.zip (very very good but slightly outdated)
v2/readme.1st

v2apps/rhid15ab.zip (but 1.5c is the final version)

v2gnu/bnu219b.zip     (I think GCC/G++ 4.3.2 needs at least 2.16)
v2gnu/fil41b.zip (not majorly needed since Allegro is precompiled
below)
v2gnu/gcc432b.zip (you need this for C or C++)
v2gnu/gdb611b.zip (/beta/ has a 686+ build of 6.4 w/ --tui,
FreeBASIC has 386+ 6.4 without)
v2gnu/gpp432b.zip (now with some C++0x support)
v2gnu/mak3791b.zip (/beta/ has 3.81, you only need it for building
others' stuff)
v2gnu/txi412b.zip (stand-alone hypertext Info reader, e.g. to view
"gcc.info")

v2misc/csdpmi5b.zip (needed only in bare DOS, r5 2008 is newer
though)

v2tk/allegro/all422a.zip (does packed data work in this one??
otherwise, see Raine patches)

v2tk/grx248b.zip (graphics lib although Allegro does some gfx
too)

In other words, some things have newer versions or unofficial patches,
and while it may not make a huge huge difference, you should consider
it.
