Mingw port does not use any similar file, so is not surprising that You 
don't see it with MINGW.
Only DJGPP port uses this file.

It's not included intentionally. It's simply what preprocessor is 
outputting when corresponding command line
option (-imacros ...) is being used (DJGPP port of GCC specifies it 
internally, try gcc -v ..., to see that)
