In the meantime I went back to GCC3.44 + the up to that time utility 
programs with Rhide15ab and dev203
and every thing works fine with the Allegro 4.21
I do not know where it goes wrong.
Thus some peculiarity  is present in that combination.
In the near future I will follow your advice.
