Never mind.  SLOWLY it all comes back to me.  A mind is a terrible
thing to waste.  I put:

+PATH_SEPARATOR=:

into the DJGPP.ENV file near the top (right after DJDIR setting) and it
automagically worked, converting the PATH to "/dev/c/" and ":"
separated.

Sorry for the waste of bandwidth.
