Unless there's a free ARJ maker, I don't think we should adopt ARJ. Last time
I looked only un-ARJing was free.

I like bzip2, but until djtarx from DJGPP 2.04 is widely used or more programs
like WinZip support it, I don't think we can switch to bzip2.

I think we're stuck with ZIP for a while...
