It "is" not so much as "it can be done".  I.e. you have to build that
yourself, I think.  For Debian, it might even exist as a prebuilt --- I've
seen they do have some cross-compiler packages, though for different target
platforms than MinGW or Cygwin.

No. RSXNTDJ essentially works on DJGPP, that's why it has "DJ" in its
name.
