There are headers, not libraries.

This kind of functionality is mostly without meaning for djgpp, since the 
target environment doesn't support multiple processes.  Your compiler 
libraries would normally have them in an enviroment where they made sense 
(e.g. unix & variants).  Note that if you have them, the headers would be, 
for example, <sys/sem.h>, <sys/types.h>, <sys/ipc.h>.  Get a Linux libc 
package if you want them, but don't expect anything useful in the context 
where djgpp applies.
