First, check out the DJGPP  FAQ, specifically question 10.4

Next, check out http://www.mesa3d.org for details about mesa3d, a
graphics library that's function and header compatible with openGL.
Q10.4 of the FAQ should have made some comments about it.

As for my answer to your second question, I want to point out that I'm
not being facetious.   Check out this website...  It's the official
OpenGL website.
