Yes you can, read RHIDE docs, you must create a file called rhide.env 
and put definitions there.
One of those definitions if for extra compile parameters.
You can also define any variable there and then just put $(VARIABLE) in 
the dialog.
This is very useful when various projects share options like all the 
examples in Turbo Vision distribution.
