I would prefer MINGW for developing Windows applications (tried initially
RSXNTDJ, but was not satisfied).  I may be wrong, but perhaps 
RSXNTDJ could be Ok for C development. But I'm now sure You'll be able to
use C++ standard library (libstdcxx.a). If one wants to use other DJGPP tools,
one can build DJGPP to MINGW cross-compiler (once did that, needed some 
hacking though to do that)
