I know of three:

 ncurses/CDK
 slang/newt
 TurboVision

You've apparently don't like the ncurses interface, and the
TurboVision license is a problem.

Newt is pretty handy for simple apps, but it's rather limited,
since it uses a "stack" of windows and only the top window is
active.  Documentation is lacking and some of the examples take
a bit of work to figure out.

CDK was approaching a decently usable state last time I messed
with it (a few years ago).
