No, DJGPP programs are 32-bit _protected_ mode programs.

One reason is that you will never get support for MSVC that comes
anywhere near what you get in this forum.  The ability to look at the
sources of every program and library function and discuss the details
with people who wrote them is also something many users find
indispensable.

Of course, if you need to write Windows programs, DJGPP is not for
you.
