Never hurts to try to use COMMAND.COM instead. Myself I'd be using
bash from the start (but then I suppose CMD.* or COMMAND.COM must be
started to start bash).

I've never heard of NOFILES, but perhaps that's an NT thing?

Just wait and see if the NT hackers (Charles, Andrew, ...) can say
something.
