Now I've checked it on My windows 98(A) system, and all key-presses works fine.

The key-problem on NT is however 100%.

The ctrl/alt/shift mess that you mention sounds like the problem being 
present for
me since I started to use  Rhide half a decade ago. During
debugging (spacially using Allegro and the allegro keyboard) there will be 
problems.
The most common is that ctrl hangs. Just press the right-ctrl a few times
and it will get syncronized (in severe cases also press left-ctrl, alt,
alt-grey, and shift a few times :-)
