It's not just ctl-F9 , all the shift/alt/ctl keys mess up when you switch to
another window.  The keys act as if they are stuck down. They do not toggle.

This is a DOSBOX problem mainly I think, as it occasionally happens in all
DOS boxes. The only way to fix it is to quit the DOS box and start a new
one.  The problem never showed with RHIDE 1.4, 1.4.71 or 1.4.9 though

This makes RHIDE 1.5b nearly unusable in Windows
