Digging deeper, `libmp.a' is not made because sub-directory
"mpfr" is deliberately left empty (except for "readme") in
the source package.  The reason given is that updates to these
sources were not ready.  The URL <http://www.mpfr.org/> is
offered to the impatient ones.  But mpfr.org is not up and
running.  Does anyone know if sources are available?
