There is nothing called "Assert" in C or C++.  There is a macro
"assert(arg)", defined in <assert.h> (or <cassert> for C++).  It is not
in *any* library if you are using any implementation of C or C++.  As a
macro, it _must_ be visible at source level.  If you are using some
other language, all bets are off.
