A binary, or source?  You could build Gnu Make 3.77 with DJGPP, but if
you use a Win32 compiled binary it probably won't work passing certain
arguments.

3.03 was built using a Win2K compatible library - the refreshed 2.95.3 on
Simtel (binaries dated Dec-2001) are also Win2K compatible.
