simple ... djgpp programs need dpmi to run. so, they should either be run 
in a
DOS window in Windows, or another DPMI provider should exist on the 
machine
they are supposed to run on.

Simplest solution is to do what the error message tells you to do:

Get Charles Sandman's DPMI provider, which can be found on any of the 
DJGPP
mirrors. The file name is csdpmi*.zip where * should be replaced with the
relase number. Get the latest release you can find, which should be 05.
