Does that mean you edited djgpp.env?  If so, that might just be the
reason for your trouble: editing djgpp.env is strongly discouraged,
since seemingly minor changes there are known to break DJGPP
installation.

So I recommend to revert djgpp.env to its original form, as it came
with djdev203.zip, and try again.  You shouldn't need to edit
djgpp.env when you move the DJGPP tree or rename its top-level
directory.
