I don't know if it will solve your problem, but you can just try: My text
editor (setedit) includes a port of the library used by splay, it have some
code based in mpeg123. It also includes libamp so you can compile the editor
using any of the libraries and compare them.

The precompiled binary uses splay code.

BTW: When I started with it the problem *was* that Allegro didn't support 16
bits. When I added 16 bits routines to Allegro users reported the quality was
comparable to WinAmp. But it was a long time ago.
