Please post the entire text of the dialog box popped by Windows.  It
is particularly important to know what is the name of the program
Windows claims was the one which performed the illegal operation, but
other details are also important.

This problem is normally reported on Windows 2000.  Are you sure you
use Windows 98 SE?

If it _is_ Windows 98, then perhaps some software installed on your
system (antivirus?) somehow conflicts with DJGPP.  Do other DJGPP
programs, besides the compiler, also crash?  What happens if you
invoke `ls', for example?
