I don't use a2ps, and have never looked at its sources, but here are
some random thoughts:

  - do you have etc/a2ps.cfg under the /djgpp directory?

  - do you have djgpp.env in /djgpp?

  - was a2ps compiled with DJGPP v2.03 or later (that's where /dev/env
    support started)?
