Having downloaded and unzipped (-d /djgpp) a2ps413b.zip, 
I find that any attempt to use a2ps other than a2ps --help yields

a2ps.exe: cannot open file `/dev/env/DJDIR/etc/a2ps.cfg': No such file or
directory (ENOENT)
a2ps.exe: cannot find file `level1.ppd': No such file or directory (ENOENT)

The documentation available in this package seems to be only some short and
fairly useless readmes.  What have I done wrong here?
