Not really on top, I would rather say alongside.
AllegroGL lets the user combine the OpenGL API and the Allegro API, so that
he can do hardware-accelerated 3D rendering while using Allegro for every
other aspect of his game (2D graphics, keyboard, mouse, sound, datafiles and
so on).
