Of course you weren't. DJGPP is a _DOS_ compiler. It knows nothing about
Windows or DLL's. 

Well, you can teach it, by installing the RSXNTDJ package, but then
you're no longer really using DJGPP --- you're then running RSXNTDJ,
where the DJGPP installation only serves as a host environment it runs
in.

You'll want MinGW32 or Cygwin, instead.
