Did you try to compile a short C program before building Allegro?

What you describe sounds like an installation problem.  Please read
the file README.1ST which comes with djdev203.zip, and make sure you
set up DJGPP as that file explains.  Then try to compile a simple
hello world program.  If that works, you can proceed to building
Allegro.
