From the DOS prompt, type "info libm", and you will be reading it.
(This assumes you have info.exe installed; if not, download and
install v2gnu/txo40b.zip.)

If by ``the libc doc URL'' you mean the HTML version of libc.info on
DJ Delorie's server, then you might be much better off reading the
docs locally on your machine; type "info libc alpha".  Depending on
DJ's free time, the version on his server might not even be up-to-date
with the latest DJGPP release.
