That's not what I know.  Reprogramming the timer works (DJGPP's usleep 
does that, and it does work on Windows).  Perhaps you are talking about 
some specific mode of the timer (which you didn't describe in detail 
enough, so I cannot relate to that).

And in addition, IIRC there's a SYSTEM.INI setting to tell Windows to 
not capture the timer chip reprogramming.
