What are these makefile.* files?

You seem to have RSXNTDJ installed.  Perhaps RSXNTDJ conflicts with
RHIDE in some manner.

This might be part of the problem.

What happens if you invoke RHIDE from the same DOS box where you are
able to compile?  Does RHIDE work then and allow you to compile?
