You don't need config.sys for DJGPP, and autoexec.bat is only one of
many ways of setting it up. For Win9x, you can just as easily create a
special shortcut to command.com with a 'startup batch file', into
which you can put the set DJGPP and PATH commands.

They're not getting rid of DOS, they just don't want it as the
basement for Windows 9x any more. I.e. ME moved one step further in
the direction of NT, where DOS runs on top of Windows, rather than the
other way round.

You don't really have to load MS's ANSI.SYS for anything, anyway.
There are much superior replacements like NNANSI that come as .COM
files, and can be loaded as TSR's from autoexec.bat or any other way
you like.

And of course, there is no such thing as a truly platform independent
program that needs ANSI.SYS to operate. Platform independent would
mean the programs use some library API (like, say, curses), and let
the implementation of that library deal with all the details.
