You've run into one of the the 65,535 bugs in Windows 2000,
specifically one of the 32,000 that Microsoft has labeled WONTFIX.
The crash is not in Allegro or DJGPP (which are free software), but in
NTVDM (which is closed and proprietary to a company that has a vested
interest in killing DOS in favor of Windows CE or Embedded Win2K).

I'd suggest:
 o dual booting to DOS or Windows 9x; you can get DOS at www.drdos.org
 o using the MinGW version of Allegro instead to make DirectX apps
     http://www.mingw.org/
 o buying a used PC and running DOS on it (it's cheaper than VMWare)
