The version number you're asking about is for gcc, not djgpp as a whole. The
latest release version of any package for djgpp is normally available
through simtel and its mirrors. Look in the v2gnu directory for gcc. You can
also go to http://www.delorie.com/djgpp/ for a list of distribution sites.

The -march= and -mcpu= switches work, and they're documented in the info
docs that come with gcc. Please see the gcc docs for the details (node i386
Options).
