The FAQ only lists libraries that can be used with DJGPP.

Didn't libsocket come with some kind of README file and usage
documentation?  I'm sure it did.  Please read that documentation, and
if something is not clear there, please ask specific questions.

Note that libsocket is only going to work on Windows 9X (and possibly
ME).  If you need a solution for plain DOS, get watt-32.
