It looks like it does have the necessary files. The problem here is with
the LFN. If you need to use DJGPP under both DOS and Windows, you
need to make changes to the registry as mentioned in the FAQ and then
install DJGPP from within Win95.

The reason why it could have worked is probably because you we compiling
in DOS and you installed DJGPP when you were in DOS mode.
